Ancient & Medieval Dynasties: Administration, Art & Culture

From Chandragupta's Arthashastra and Ashoka's Edicts to the Chola village democracy, Alauddin Khalji's market control reforms, and Akbar's Mansabdari revenue system.

1. The Mauryan Empire (322 – 185 BCE): Centralised Imperial State

Founded by Chandragupta Maurya with the counsel of master strategist Chanakya (Vishnugupta / Kautilya) after overthrowing Dhana Nanda of the Nanda dynasty. Megasthenes was dispatched by Seleucus I Nicator as ambassador to the Mauryan capital of Pataliputra, authoring the celebrated account Indica.

Kautilya's Arthashastra (Saptanga Theory):

Compares the state to a biological organism with seven vital limbs:

  1. Swami: The King / Sovereign (The Head).
  2. Amatya: Ministers and Bureaucrats (The Eyes).
  3. Janapada: Territory and Population (The Legs).
  4. Durga: Fortified Capital (The Arms).
  5. Kosha: Treasury / Revenue (The Mouth).
  6. Danda / Bala: Army and Justice (The Brain).
  7. Mitra: Allies and Foreign Friends (The Ears).
Emperor Ashoka and Dhamma Policy:
  • Kalinga War (261 BCE): Recorded in Major Rock Edict XIII. Caused immense bloodshed leading Ashoka to abandon Bherighosha (war drum) and embrace Dhammaghosha (sound of righteousness).
  • Dhamma: A secular moral code promoting ahimsa, filial piety, respect for ascetics and Brahmins, and religious toleration (Rock Edict XII). Special officers called Dhamma Mahamattas appointed.
  • Lion Capital of Sarnath: Adopted as the official State Emblem of India on 26 January 1950, featuring four Asiatic lions, the Ashoka Chakra (24 spokes), horse, bull, lion, and elephant.

2. The Imperial Cholas: Maritime Hegemony & Village Assemblies

The Cholas of Thanjavur (9th to 13th Century CE) built an oceanic naval empire. Rajaraja I constructed the magnificent granite Brihadisvara Temple at Thanjavur (UNESCO World Heritage Site). His son Rajendra I defeated the Pala rulers of Bengal (earning the title Gangaikonda Chola) and launched naval expeditions to conquer the Srivijaya Empire in the Indonesian archipelago.

The Uttaramerur Inscription (Village Democracy Benchmark)

Two stone inscriptions of Chola King Parantaka I (919 and 921 CE) on the walls of the Vaikunda Perumal temple at Uttaramerur (Kanchipuram, Tamil Nadu) reveal India's earliest detailed constitutional framework for local self-government:

  • The village was divided into 30 wards (Kudumbus).
  • Kudavolai (Pot-Ticket) System: Eligible candidates' names were written on palm leaves, placed in an earthen pot (Kuda), and drawn by a young boy.
  • Qualifications: Must own land (at least 1/4th Veli), own a house, be aged between 35 and 70, and know Vedic mantras and business.
  • Disqualifications: Anyone who had not submitted accounts during past tenure, committed major sins (theft, adultery), or whose relatives had committed crimes was barred.
